The market has factored in that its not happening, especially happening soon enough to make a difference to the share price.
However people are starving down there near Toliara and people are protesting to let the project go ahead. Thats always a good sign. How often have you seen a protest FOR a mine rather than against it.
If Andry 'covid cure' Rajoelina wants votes from these people.....get the project happening.
