Yes cat dog I understand it’s for Nunasvara, from my understanding of the permit process its only after the documents ( Statement of agreed facts) are submitted ( after all relevant stakeholders have been canvassed),
and then registered in the Supreme Court , can the relevant authorities then have their say and the formal consideration of the application in the court is initiated.
So it’s a two round process before the court is really considering the proposal.
