Of course there are dealings back and forth by government departments. Most of it is bureaucratic nonsense though. Seriously, they are far too siloed for that to happen. As well, ATO officers can't get taps on the shoulders to pick up a random file. They'd be sacked.
I have worked with (technically against) the ATO for years. They use "Information Matching Systems" to compare reports. I can tell you exactly what's happened here because I've seen it happen hundreds of times. The ATO IMS noticed that ISX reported wages to JK, but that JK's tax return didn't include those wages. This triggered an automated letter and amended assessment, followed by a manual review.
If you actually believe that the various government departments are conspiring on the quiet, and no mid-level 50k/year grunt has whistleblown, then you might need to check your tinfoil hat. Plus, I should let you know that vaccines give you 5G.
