So 10 were vaccinated to some degree, 10 weren't and 2 are unknown which sounds as if they were but couldn't show their proof.

That means that half were in fact vaccinated and probably the majority because if the unknown 2 were unvaccinated it would have been clear.

Fully vaccinated means fully vaccinated: it’s well known that decent protection only comes from two jabs.
