Capex already included. POS have $30 million cash in bank right now. As per Peter Harold recent presentations & consultant assessment, only $15 Million to $17 Million required to restart 150,000t/annum loop. Small Debt will fund rest of infra.

Mine is in top notch condition. From my understanding, ventilation need to be updated for heavy vehicle traffic to maintain fresh air and temperature. That is small expense.
