IMO the big mistake made by the Gov was to not have a better yardstick for Job Keeper. Anyone worth their salt would have had conditions such as:
(a) a drop in revenue more than say 15% for that month vis a vis that same month last year (b) a drop in revenue of more than 15% YTD vis a vis last year.
Big business have to report GST revenue monthly & small business every 3 months.
If there was an initial panic then the Job Keeper could have been paid up front on the proviso that if (a) or (b) was subsequently not met that the Job Keeper Allowance claimed would have to be paid back to the ATO.
This bungle has cost the taxpayer Billions. IMIO. The bottom line is that Government ought not give any business a blank cheque!
