Not sure how you can honestly see it any other way.

I don't disagree. I do support issuance based on achieving "performance targets". In any case, they are only issued upon shareholder approval (voting). I have been a holder since 2017 and will vote against if I believe the issue requisite does not portray the equivalent (at least) benefit to shareholders.
