I spent 7 years as an Army officer and like anything government, whether federal, state or local government. There are always politics at play when it comes to procurement. Most of the time the government are trying to balance the decision between technology and local economy benefits, but additionally the change in governments over the last 10 years haven't helped that, when one government will come in and slash the budget and then the next props it back up. It makes strategic procurement quite difficult as everyone fights for resources when they're available.
