Unclear, most likely politics and incompetence. It's a low risk play now from geology, process and operation point of view. There's a takeover and offtake contract risk deriving from the partner, CEZ. They may also cause political ripples and further delays. Financials are also not taken care of yet, although I don't expect a lot of dilution.
