Not at all. This would be to reward existing shareholders, and also encouraging options holder to exercise them, adding more money to the kitty. The fact that they expire quickly, I think October?, shows that they want holders to convert them quickly.
As well, small holders such as holding $500 parcel probably aren't that vested in the company, threw a few dollars on a stock to see how it goes. The current set-up recognises that the larger someones holding, the more likely they are to be a 'sticky' holder. AIMO.
