Folks, this is what "commencement" and "substantially commenced" earthworks means, in the ministerial approval. I am now relaxed about this achieving this requirement. Vimy can easily achieve this, with little time and effort. For example, a semi-permanent, demountable site admin building and generator can go up in a week.
