    There are juniors with good cash-flow, little debt but no divs. (no hedging either). They're the way to go.
    BSG for eg has a projected p/e well under 1 in year '04, viable when POG was 275.
    With them all there is soverign risk so it would pay to spread it around, but hell, there is soverign risk in Oz. Just ask Rio.
