Mining licence question

Hey guys, I've been reading some of the background info for the Botswana deposit.

The condition in the mining licence states the commencement of construction activities was required to begin in 2019....an application for extension to this requirement was made due to the low price of Uranium at the time. The extension was approved in 2019 and a new mining licence date requirement for commencement of construction was set at 31 October 2021...So 6wks from now. Does anyone know if this has yet been met? As the project was mothballed I'm assuming not..

If that's the case I would think this capital raise would be required to start some form of satisfactory construction prior to that date ??
