Basically its just a buyer wanting to take a large position of say 30 million shares . It would be ridiculous for them to just buy on market as that would wipe many lines and cost them huge amounts. They are allowed (don't get me started) to use an algorithmic system that breaks that buy order up to thousands of smaller amounts and over time (sometimes many days) they can fill their position at lower levels.

The same goes if they wanted to sell a large holding. Can you imagine if a large holder wanted to sell 15 mill shares they bought at .30 cents recently and just sold on market? Well the SP would drop to below 30 cents on the current order book therefore they use an algo system to distribute at current levels.
