China is cutting back steel manufacturing due to the high cost of energy, i.e. coal/gas. Nothing to do with the environment. I suspect IO prices won't recover until energy prices recede. Smaller IO profits should not be a blocker to progress Mt Lindsay as there are plenty of other funding options available.
