relaxan let me assure you this is not the worst raising of 2009, there are plenty that never traded above the issue price once it was announced. Even the Westpac issue back in January traded below the issue price (that may still happen with ELD I guess).
$20K is a hell of a lot for most small investors, I will be very surprised if the scale back is severe.
