The Federal Govt. is providing grants to a small number of explorer cum producers in the govt's focus area for future gas supply (BLU fits this description) ... who are advancing their projects .... Enter BLU "advancing their project" by doing further drilling etc. This is not about taxpayer corporate welfare (and it's not about setting up "Director's retirement fund" whatever wally said that). It's about getting things off the ground.
