In answer to your question I would say yes they do as until you can prove your product then I don't think you can get WHO stamp of approval - I base this on the article recently on the company in Melbourne I think who have developed a vaccine for Malaria and have significant funding from the Gates Foundation to bring that research on
On the vaccine - its big disadvantage is that it does not cure the already sick and is a live vaccine that requires refrigeration so is far from a one size fits all solution for the world's malaria problem
