The notion that because a person has elevated their risk factor they should be denied treatment is not one we ordinarily apply. When emergency services are called to a traffic accident and see that the victim was riding a motor bike they don't turn away and leave them. People are entitled to be treated according to their medical condition not their political views or risk taking behaviour.
