Not sure what red flag is signified by the post , but , the annual report doesn't really tell us anything we didn't know already.
They need money to get thru to production .
Question that remains is,
Can the plant be fixed to process the input they have and produce an economic product , and at what cost?
If it can, can they raise capital to do it.

Raising was always going to be sub 10c as soon as they went into suspension.
Better than losing the lot.

Remains a toss of a coin whether they will survive.
If they do , reasonable to expect an 80+% dilution of present shares.
