Structural separation of wholesale and retail BEFORE its forced upon telstra.
That way telstra retail and telstra wholesale can act in their own best interests without worrying about the ramifications on the other.
If telstra wholesale is structurally separated into a new company before its forced, it can decide whether its commercially viable to be a part of the NBN.
The government cannot use a stick against telstra retail because by this stage they are two different entities.
