Somebody wrote it. It was written. We have material attributed to Paul. It is said that Paul visited Greece.
"Paul wrote these letters with the help of a secretary, or amanuensis, who would have influenced their style, if not their theological content."
Paul says this in Hebrew and the Greek translator says that is rather like this.
So it is translated rather like this rather than what the Hebrew actually says, perhaps
It could be like Timothy A Brookins suggests in his commentaries that you quoted.
Why are we to accept that as gospel?

''Paul was a Greek-speaking Jew from Asia Minor . His birthplace, Tarsus, was a major city in eastern Cilicia, a region that had been made part of the Roman province of Syria by the time of Paul's adulthood..''
