It sure can be if you knew a bit more what this is all about.
Obtaining Hydrogen through electrolysis of water with PV panels and converting it Ammonia for easy transport and safety reasons can fully replace coal and other fossil fuel.
That includes providing what you call base load power, a term that is antiquated only related to the disadvantages of fossil fuel power stations.
Base load is the minimum amount of energy required to keep coal powered systems running in idle/standby so they are ready for higher loads at short notice. Sometimes they are generating power that is not needed.
Even gas generators need a certain amount of idle power but it is a lot less as they can respond to load changes much faster and better than coal.
Renewables do not need such a waste.
