Once they go into administration, the job of the administrator is to protect creditors and then they cut off all unnecessary expenses.
So they stop paying the share registry is my bet, and stop paying their ASX fees, so they cant announce anything to shareholders through the ASX, and they have no money to pay the share registrar to notify everyone by mail or email.
You are right.. the law should force them to pay their ASX fees in advance so the ASX has to accept noticies and trading in their shares for a time after administration or other similar event.
