Correct , market manipulation is a criminal offense.
Shorting is a legit technique and it doesn't necessarily involve price manipulation.
However it's best used on Share Indices , Futures and Big Caps where there is plenty of liquidity and thin bid offer spreads.
Shorting any small cap with solid prospects is stupid as you can get massive price gaps against you and the lack of liquidity when that happens is brutal.
