Within the bureaucracy many things have a higher priority than the projects they are responsible for. Having meetings, post weekend catch-ups over coffee and the water cooler, checking super balance, organising the coming weekend sports day, planning the next school holidays, social networking, taking time off to pass public service exams, brown nosing to get the next promotion etc., applying for promotions, stress leave etc. There is no pressure to stick to any schedules or deadlines in the private sector.

Dealing with this from the private sector is incredibly frustrating. I speak from first hand experience. Criticism of AS & Board is somewhat misdirected.
