Anyone can make an offer (or part thereof) for AVZ's ownership in the project, this ownership is held in the joint venture company Dathcom Mining. Such a change in control may need approval by the DRC Government, although approval could not be unreasonably withheld IMO.
Australia's FIRB has no jurisdiction or control over what occurs with regard to AVZ's project ownership held via Dathcom Mining.
Re the discussion of a TO, the Board of AVZ could receive and support a TO of AVZ's share in Dathcom Mining at anytime, to think otherwise is head in the sand stuff. The Board might be open to an offer after after ML, after FID, in one year or two, who knows.
Manono is on its way to be a Tier 1 global significant project, why wouldn't a number of groups try to acquire a share of that? Doesn't mean a transaction will get up, or be supported by the Board, however I would not be surprised at all to see a TO get up prior to production commencing IMO. Cheers BJ
