It's a difficult question to answer in a post as the answer is complex, but in principle yes.
From purely TA perspective: You would either want to add starting position near support, preferably on some sort of reversal signal. With tight stop loss.
Then add to it after SP breaks above resistance level and move stop loss under the resistance that became support.
Or wait for TA set up like SP breaking from some reversal pattern, breaking into new trading range, etc.

For me personally: I don't trade purely on TA, I'm more of a discretionary trader. I try and incorporate FA, TA, Sector, company specifics, newsflow, sentiment, etc. When trading with larger % of my portfolio. So my entries and exits are more of a probability based on as much data as I can incorporate into my risk vs reward calculation.
I view whole FA vs TA, short term vs long term, etc as silly.
To me it's like preparing for war and deciding that you're not going to build tanks, planes, infantry guns, mines, air defences, etc; because you're an admiral, only believe in building ships and think tanks and planes are stupid. Why not use all of the Arsenal to help you win (make money, that's what we are all her for. Money, not being right or wrong, admiral or infantry general).

Having said that: I also take smaller positions in stocks based purely on TA or FA, larger positions from TA set ups for short term TA bounce plays in bear market, or hold stocks for long periods when they are in strong bull market.
I'll take what ever market offers and gives at any time. Be it possible 5% or 1,000% risk/reward set up.

So basically: your question is difficult to answer because there are so many moving parts to it and they can change quite quickly.

Right now: I'd be looking to buy possible relief rally bottoms and selling into rally near resistance. Until chart and other signals become more bullish for me to play larger long position probability.
That's the best I can do to answer your question. Even tho I realise it's not quite what you were looking for
