The global economy as a whole is in a very uncertain place. It's on a knife's edge between boom or bust. A non-binding collaboration is a sensible risk mitigation strategy for both collaborators. it offer's the opportunity of joining forces without taking on too much risk.
We all know the past, It's no secret and I'm not here to defend it in any way, but just one needs to succeed. I give them credit for continuing to try and make inroads towards succeeding. The only sure way to fail is to stop trying. Past failures do not determine future success. You just don't know where that break might come from, but it won't come without pursuing it.
