I can tell you one thing that is helping the decision. I know many of the rig companies were looking to start to put their prices up late this year on the back of improved market conditions. Working in the industry and speaking with some people its interesting to find out that the "offshore" pickup is not being seen so strongly and it is proposed that rig rates will stay relatively low until mid next year. Therefore the benefit to NDO will be obvious at present, trying to secure a rig for this project.
