It is theoretically possible as you say however they may have struggled to borrow that much stock to short (to short you first have to borrow the stock from a stock holder, and the holders that lend out their stock for shorting are typically large super funds, Index funds etc). If you google 'Shortman FYI' you can see from the graph that presently the amount of shorts in FYI are negligible (less that 0.1% of FYI stock is currently shorted)
