AGM resolution 4 is seeking permission to increase the amount of shares they can issue in a given time frame. Approval would increase the number of equities they can issue to 25% of the current MC.
It is just an increase from the current 15%.
I was speculating that the reason to do that ( and they have not announced plans that they would yet) would be to issue shares directly to a large cornerstone investor.
