I would think the 3 phase development path is now set in stone, regardless. That's not to say it wont be adjusted or fast-tracked where suitable.
Unexpectedly strong offtake interest or general HPA market growth, say during successful demo plant phase 2, may give the process a hurry along or incentivise increased phase 3 initial capacity. It wouldnt hurt the SP recovery either....
