IMO, shipping isn’t a big issue as RE has the ability to pass on some extra shipping costs to clients vs every day groceries which are more price elastic.
If it was cost I would totally agree with you. It is not shipping cost it is the fact they cannot get Concentrate from AU to Lamp reliably for any price. Also hurts output but it starts with input.
