I'd say a variation on that given it was initially a Halt then two successive Suspensions. Something more fluid may be happening - an initial pitch to WD to put out positive metric info, pushback from WD, approach to competitors and maybe interest and argybargy around that.
If it was a straight out 'going to market' then why not release the metrics to everyone, let the SP move and then start haggling from a higher base than 13 cents?
