TGA approval is about the rules on marketing interventions (drugs usually) I think i.e that the claims made in advertising the product are supported. I guess the corollary is that if you make no public statements on the intervention, you won't cross TGA rules.
And then its also about public reimbursement, which is difficult without TGA approval.
