    From the article, it appears BaoWu and the Chinese steel policy and regulatory body were already gung ho committed with a sense of imperative to strike in Africa way back then without the current geopolitical fire storm and threat of Oz nuclear subs lurking off China's coastal cities. Like Alexandre says, the project is guaranteed. If anything Xi Jinping must be flooring the accelerator now.
