It's said that the Nats have a very long (and ridiculous) wish list - which is their "price" to agree to the zero target.
The rumours are that they are softening up the LIbs with ambit claims and angry headlines but that the majority in the Nats will fall into line if the Libs are prepared to back their favourite projects, which they can then sell to their electorates at the next election. (Note: not all Nats will fall into line, in the same way that not all Libs are).
The Nats have a list of pro-coal demands, most of which they know will be knocked back - but other projects and tons of investment in regional areas will get the nod from Morrison because he knows he has to buy this election.
Minister Keith Pitt has wanted to approve PEP 11 for ages (since Barillaro handed it to him with a 'no'). Pitt is a commanding voice at the Nats table - and also respected by the Libs - which makes him a rare beast.
PEP will become one of his "pet projects", with powerful messaging about gas as a transition fuel and carbon capture as the magic antidote for an ailing planet.
