From the little I understand about this project, assuming the open pit goes to plan, and they stick to heap leaching, the bottleneck, as far as I can tell, is the heap leaching. The next bottleneck would be the electro-winning plant.
I watched that flyover of the pit on the new website yesterday and thought to myself "what a mess". It seems daunting to get that back to a safely operating open pit, but if someone asked me to build a bridge over a river I wouldn't know how to do that either.
