No, I beleive charts say nothing about long term performance. They are only useful for day and short term trading.
A chart is simply a trend prediction based on past performance, it takes no other metrics in consideration which makes them nearly useless for anyone who is a LT holder. Not saying charts are not great but for forecasting purposes I have always seen them failing as soon as the consistency in the trend is broken.
All the chartists would become rich if they could always predict the tops and the bottoms.
