Roman I agree with you in principal... but in practice there would be tens of thousands of people who are or are potentially terrorists.
One needs to look at the root causes and in today's world, not yesterdays or tomorrows, Islam is the only religion which preaches jihad (holy war) and death to non-believers. As a direct result of this nearly all terrorists today are muslims. Islam either needs to change or be shunned and outlawed by the non-islamic world.
