I'm not sure doctors are using Relenza and Tamiflu as well as they should. I'd prefer the drug to be available over the counter and that civilians be provided with adequate education. If you get a fever during a pandemic with such and such symptoms just go and buy the anti-viral. Waiting that extra day to see a doctor reduces the effectiveness of the product... a tough trade off.
