i believe that that is a step as well. What always amazes me in these spec companies, is the number of steps that appear along the way that are obviously real steps but are not given any weight until its their turn to be stepped over.
Not much we can do about it, but there are at least less steps left than last year, and each day we are a whole day closer to an outcome!
