4 years shelf life - cryogenically stored. So storage comes with additional costs. The cells made for AGVDH would be less than half shelf life left and counting.
"Common sense would suggest that the scientists wouldn't spend millions on down the drain products,". It wasn't their intention but unless things get sorted soon and can move ahead without another P3, that's what will happen. US$50M and counting, without going deep on indirect costs etc.
He was paid US$3M pa to do it. Good job if you can get it.
