the summary by @ericson is pretty close to the mark I reckon. This is classical SP control....and this is only done when 'conditions are right' to achieve best results for either accumulation of distribution.

Like you say - when ML and Funding is complete (assuming successfully) the SP control services no purpose. This is correct - as following those announcements - the 'conditions are not right / conducive' to apply these tactics. But even in a rising SP - these patterns occur time and time again. Next opportunity maybe in the 60's after buying euphoria slows and positions have been built then patterns repeat higher and higher and so on.

As a retail investor / trader - at times it's annoying - but can also be lucrative. Last couple of weeks have been fantastic personally.
Have expressed this opinion before - but I feel the playing field needs to be levelled a touch by charging more a a dissentive fee (per trade) to make the actions of the brokers / traders more calculated.
