My reading of this is that they are effectively withdrawing the 'Becoming a Substantial Holder' notice of 14/9/21 as the 'Previous notice failed to account for restricted shares on issue'.
In other words, there was a mistake in the last notice and technically once they removed the restricted shares, they do not hold 5% and therefore are not a substantial holder. I do not think they have sold any shares.
