It's a short information quest to look at the past years' announcements and note that it's in every one, and every company, no matter what size, has the ability to do this up to 15% anyway. It'd be boilerplate stuff for any corporation under $300 million.
I have no idea what is coming... but this part isn't a sign of the times. It's stock standard protection from a hostile takeover. The normal stock of stock stuff, or what you might call stock standard stock stock.
