They are different. The VIN was upgraded and the name changed from Virtual Invisible Network to Virtual Secure Network as "Invisible" didn't translate well into Mandarin and related dialects. It came across as something like "spooky" would in English. The VSN seems to have had a second upgrade as well. Why is that surprising? Windows has been upgraded perhaps a dozen times.
