Absolutely. Behind most big government tenders there is usually years of discussions between government and industry about what is needed, what is available and how best to structure the tender to get the required outcome.
I doubt EOS are flying blind in this gear up, of course I can't say for certain. I guess that is why I am a holder and others aren't.
