Its the blue bar, it gets shorter as you go to the left and if they did 1 year it would like hella bad.
What they are saying is their balloon only deflated half as much as other balloons. However when somone went around and reflated all the other balloons their balloon didn't go up much.
That graph is just breaking the deflation and reflation into two pieces, while its actually the net result that matters.
